Ladder Safety: In the UK, an average of 20 people a year die from ladder falls. The number of people injured in domestic accidents involving ladders has soared by over 60% in the last decade.
Statistics show that 48,000 people in the UK now attend Accident and Emergency departments following a ladder accident in and around the house. New Safety Regulations

Schedule 6, Regulation 8(e),Requirements for Ladders:

5. A portable ladder should be prevented from slipping during use by:

• securing the stiles at or near upper or lower ends
• an effective anti-slip or other effective stability device
• any other arrangements of equivalent effectiveness
